China-IGAD Cooperation for Peace and Security in Horn of Africa
Introduction

The Shanghai Institutes for International Studies (SIIS), Intergovernmental Authority on Development (IGAD), African Policy Institute (API), Institute of Diplomacy and International Studies (IDIS) at Nairobi University, and The Cater Center will jointly hold the “China-IGAD Peace and Security Cooperation in the Horn of Africa” in Shanghai on March 31 – April 1, 2017. 

Peace and security issue has been emerging as one of the key factors of China-Africa relationship, especially after it was initiated as one of the ten cooperation plans at the Forum of China-Africa Cooperation (FOCAC) Johannesburg Summit in December 2015. China-IGAD peace and security cooperation is an inalienable part of China’s engagement in African peace and security affairs. As the main African solutions, IGAD has been cooperating with China closely in South Sudan mediation, anti-terrorism in Somalia, and other issues, which are shaping China’s approaches on the hotspot issues in Africa.

Agenda
The conference will last for one and half days. It covers topics like security situation in Horn of Africa, China-IGAD relations, IGAD’s experience in conflict mediation, anti-terrorism, anti-piracy, conflict early warning and rapid response, suggestions for China-IGAD cooperation in peace and security, among others.
